Colleagues, I hereby motion that the Senats pass the following resolution.

"BE IT HEREBY RESOLVED by the Senäts Talossán: that this house recognizes the need for a system of governance founded upon the rule of law, as enshrined in our Organic Law. Pursuant, therefore, to ensuring this rule of law and protecting the rights of our citizens, we therefore recognize the body of the Uppermost Cort of the Kingdom as the acting Chancellor of the Royal Talossan Bar in accordance with "The Talossan Bar Admission Act of 2003" (32RZ12). Furthermore, this house asks the Uppermost Cort to act within this capacity to administer a suitable bar exam unto interested parties within the nation in the manner prescribed by "The Talossan Bar Act" (32RZ11)."

Being that this motion is both necessary for the functioning of our judicial system and vital for the protection of any who might come before this system, I ask that both law and order be served by the expeditious enactment of this motion by my fellow Senators, and yield the floor with gratitude.

Thank you, Senator Betineir.

I foresee virtually no debate on this worthy motion, only swift action by my colleagues. Well, perhaps the latter is in question, but not the former. The steps to follow will be simple: the Uppermost Cort, recognized as acting Chancellor, which is only according to the exact laws on the matter, will be asked to begin administering a bar exam to interested citizens. I cannot say exactly what form this will take, since that would be their demesne, but I have faith in our Justices to be both swift and impartial.

This exam would yield a crop of new lawyers versed in our Talossan law, which will mean that the court system would be supplied with individuals skilled in defense of accused parties. This is vital for protecting the rights of the citizens we in the Senate represent, since they need and deserve an able defense. As it stands, the court system is in a shambles without lawyers.

I ask the Senate to pass this motion with all due speed, for it is exactly according to law, within our powers, and essential to the nation; and I ask that we vote on the matter immediately. I am willing to yield to an objection and request for debate, but I don't see that it will be necessary.

Since the motion has been moved and seconded, and since the author of the motion has asked for a vote, I now place this motion before the Senäts asssembled.

A vote of "Üc" will require the Senäts to recognize Uppermost Cort as the acting Chancellor of the Royal Talossan Bar and ask the Cort to act within this capacity by administering a bar exam to interested parties.

This vote will be open until Midnight TST on 31 December 2007. There being seven senators seated, a vote by four senators will carry the motion.
