If I may amend the report for grammatical reasons and for style: "The Committee of the Whole House has considered the nomination of S:reu Viteu Marcianüs to the position of Justice of the Uppermost Cort of Talossa and, [moved the comma] having considered such, recommends S:reu Marcianüs for the said position."
On the motion to adopt this report, and to recommend confirmation for the nominee, I do vote affirmatively.
For a matter of debate, I would like to say the following to my esteemed colleagues:
The nominee is qualified, the issues raised during this hearing notwithstanding. No one has so much as implied that he is anything else than an outstanding jurist who has the capacity to serve in our Judiciary dutifully and well, and that is because he is just that: an outstanding jurist.
There may be doubt yet in his demeanor, in his biases, and in his temperament; these concerns are valid by historical precedent, and a person has good cause to be worried. However, to say that any of them disqualify him from service on our Cort is a disservice to our beloved nation as well as a true act of disinformation.
There is a self-understood judicial code of conduct. There is also censure. There is even impeachment. There is already a bill pending before this very Ziu to enact finite terms of Justices and thereby end lifetime appointments altogether. Even if the nominee were to fulfill any of the hyperbolic prophecies aforementioned, there are remedies in place; it is immature to suggest or think that a confirmation is permanent, as some have said implicitly or explicitly.
To reject this nominee, either on this vote to adjourn and make our report, or on a future vote by the whole chamber to confirm the nomination, is preposterous and cannot be anything else than an act of personal spite at the expense of Talossa itself. If we can forgive others for their sins, then so too can we forgive the nominee for his.
Our Judiciary needs more jurists, and good ones at that. The nominee is undisputedly the sort of jurist which we need.
While the nation watches I urge that my colleagues do not make the incredible error of making this affair personal, but do instead choose to vote upon the merits and the circumstances.
This nomination must be recommended and subsequently confirmed.

I thank the kind words of Sen del Val. And please use his edits for the motion. :-)
Naturally, I vote Per.

A casting vote being unnecessary, I abstain.
The result of the vote is as follows: 4 have voted Për, 1 has voted Contrâ, and 2 have abstained.
The Përs have it and the Committee will now adjourn and report as instructed.
