Welp, if it is the will of His Majesty that legal formalities count more than the expressed will of the people; that the inactive are allowed to veto the active; and that Talossa can't be changed if he and his quasi-inactive cronies can possibly help it; then we start again. BE IT ENACTED by the General Assembly of Fiova that:
1. The Provincial Secretary of State shall communicate the attached text to the Governor, the Nimlet and the Constable of Florencia as our proposal for the Constitution of a union between our two provinces.
2. If the Nimlet of the Province of Florencia approves this Constitution without amendment, then the Provincial Secretary of State shall be authorised to call a referendum under Title 4 of the Elections and Referendums Law, on the subject: "Do you endorse the union of Fiova and Florencia provinces under the Constitution endorsed by the General Assembly?"

Article I — [Name and territory]
1.1
The name of the Province is la Provinçù Viensiçeasca dal Iarnéria-sür-Fiôva, or in English, the United Province of Iarneria-on-the-River, or "Iarneria" for short.
1.2
The territory of the Province consists of three cantons in western Talossa, with the Manaweg as their western border, named (from north to south) the Canton of Florencia; el Cantôn Cüféir (Cooper Canton); and Las Înaltàns Maxhéstici (LIM, Majestic Heights). Precise borders shall be those set by the Ziu.
1.3
The legislative capital (seat of the General Assembly) of the Province is the Mitchell Building in LIM Canton. The executive capital of the Province (seat of the Capitán) is the Landmark Building in Florencia canton. The judicial capital (seat of the Landsdoom) shall be a location in Cuféir canton to be determined by the Landsdoom and endorsed by the General Assembly.
Article II — [Symbols]
2.1
Until a new Provincial flag is designed and approved by the General Assembly, the provisional flag of Iarnéria shall be as attached:
In the alternative, the flags of the former provinces of Fiova and Florencia may be flown together to represent the new Province.
2.2
The motto of the Province shall be Desfisetz qualsecosa dena (Dare Something Worthy).
2.3
The national anthem of the Province shall be “Built A Little Empire” by They Might Be Giants. The national instrumental composition of the Province shall be "Fiume" by VNV Nation.
2.4 The official languages of the Province are Talossan and English, with respect and willingness to promote French and Frenglish if necessary.
2.5 The official food of the Province shall be nacho chips, in honour of the shape of Florencia Canton.
Article III — [Provincial Elections]
3.1 All elections in the Province are carried out by secret ballot and by principles of proportional representation. Other stipulations may be added by provincial law.
Article IV — [Provincial Executive 1: Term and election for the Capitán]
4.1
Executive power in the Province is exercised by a Capitán, elected by the whole people and confirmed by the Cunstavál. The Capitán's term of office shall end every June 1, or earlier in case of resignation or by a vote of no confidence by the General Assembly.
4.2
Elections for a new Capitán shall be held in the month of May. If the office becomes vacant between June 1 and February 1, then an election for a new Capitán shall be held as soon as possible after such a vacancy arises.
4.3. Until the first election under this Constitution, the outgoing Capitán of Fiova and the Governor of Florencia shall administer executive power jointly, with a mutual veto.
Article V — [Provincial Executive 2: Acting Capitán]
5.1
Whenever the office of Capitán becomes vacant, the Cunstavál may name an Acting Capitán to serve until the next election. Failing this, if there is a Deputy Capitán, then that person shall become Acting Capitán until an Acting Capitán is named or until the next election. All provisions of this Constitution concerning the Capitán apply to the Acting Capitán.
Article VI — [Provincial Executive 3: Government]
6.1
The Capitán may delegate any executive powers to Provincial Ministers. The Ministers are nominated by the Capitán and confirmed by the Cunstavál. The Ministers are collectively and individually responsible to and may be dismissed by the Capitán or the General Assembly. The Capitán and Ministers are collectively known as "the Government".
Article VII — [The General Assembly]
7.1
Legislative power in the Province is exercised by the General Assembly of all citizens. The Assembly shall be chaired by a Túischac'h elected by the Assembly. A new Túischac'h shall be elected every time the office is vacant. The first Túischac'h of the Province shall be the incumbent Túischac'h of Fiova.
7.2
The General Assembly shall elect a Standing Committee, or Praisidíeu in the national language, every year in November.
The Praisidíeu shall consist of 3 members, elected by all General Assembly members. Precise details shall be established by law.
The Praisidíeu‘s role shall consist of: - drafting legislation to present to the General Assembly; - making nominations for provincial Túischac'h and Secretary of State as and when required; - suggesting nominations for the Landsdoom to the Cunstavál; - offering advice to the Capitán and the Government as and when required.
Vacancies in the Praisidíeu between elections will be filled by nomination of the Túischac'h and approval of the General Assembly.
Article VIII — [The Landsdoom]
8.1
Judicial power is exercised by a Landsdoom, consisting of one or more adjudicators nominated by the Cunstavál and approved by the General Assembly, as and when necessary. Decisions of the Landsdoom may be appealed to Kingdom Corts.
Article IX — [Precedence of Law]
9.1
Provincial Law consists of (in order of precedence) the Organic Law of the Kingdom of Talossa, the laws of the Federal Ziu (except in matters reserved to the provinces), this Constitution, the Laws passed by the General Assembly, decisions of the Landsdoom, and Executive Orders. Executive Orders are issued by the Cunstavál in the name of the Government and must be co-signed by the Capitán before becoming law. They may be overturned by the General Assembly.
9.2
Until the General Assembly otherwise decides, the law of the previous provinces of Florencia and Fiova shall continue to be in effect where there is no conflict between them and where this Constitution does not provide otherwise.
Article X — [Amendments]
10.1
Amendments to this Constitution require a 2/3 majority in the General Assembly. All other laws require a simple majority to be sent to the Cunstavál for promulgation.
Article XI — [Secretary of State]
11.1
Elections and maintenance of provincial governmental and electoral archives are conducted by a Secretary of State, elected and dismissed by the General Assembly. If no Secretary of State is appointed, the Túischac'h shall conduct these duties. The first Secretary of State of the Province shall be the incumbent Secretary of State of Fiova.
Article XII — [Nature of debates and votes]
12.1
All debates and votes of the General Assembly are public except in the case of national or provincial security, or involving sensitive personal information.
Article XIII — [Deputies]
13.1
Every officer named under this Constitution may nominate a Deputy to fulfil their functions in case of absence, or to act as a provisional replacement in cases of resignation or dismissal. Any officer named under this Constitution shall be considered absent if they fail to confirm their presence to the General Assembly within seven (7) days of being called upon to do so.
