A Resolution Regarding Our Peculiar Election Law
WHEREAS, On March 15, 2019, elections for the 53rd Cosa will commence, and
WHEREAS, Traditional practice of the Chancery is to designate a section on the ballot for provincial elections, and
WHEREAS, Maricopa, being that it is the most open and inviting of all the provinces, allows anyone to stake a claim in our provincial legislature, and
WHEREAS, Nevertheless, some voters choose to fill in the section for provincial elections anyway, and
WHEREAS, These votes are published by the Chancery despite being meaningless, potentially confusing some new citizens or (at worst) violating the integrity of the secret ballot, and
WHEREAS, The rules were changed by the Chancery and the Electoral Commission for the 53rd Cosa to allow provinces to convey to the Chancery any specific instructions for provincial elections, and
WHEREAS, The rules also seem to provide provinces a way to "opt-out" of this section entirely upon informing the Chancery, and
WHEREAS, Additionally, the Chancery requests provinces explicitly inform them on whether or not the province cedes their right to conduct Senäts elections to the Chancery, and
WHEREAS, While Maricopa is not up for a Senate election this time around, it is important to solidify and make known our position in this matter as well; therefore be it
RESOLVED, That the Cabana affirms Article 7 of the Maricopan Constitution allowing all citizens of this great province the right to membership in the legislature, and does not wish the Chancery to include an unnecessary section on the ballot for provincial elections for Maricopa, and be it further
RESOLVED, That the Cabana affirms 48CL1, "The We're Still Lazy Good-for-Nothings Act" which cedes our right to conduct Senatorial elections to the Chancery until such time as the act is repealed or there are no longer fans of Barry Manilow in the province, and be it further
RESOLVED, That the Cabana takes notice that a canton is still named after the man who writes the songs and there are many Manilow fans still in the province, (and also that 48CL1 has not been repealed either,) and be it further
RESOLVED, That the Premieir, upon passage of this resolution, shall transmit a copy to the Secretary of State along with a YouTube link to his favorite Manilow song.

I would request that the Premieir Béneditsch Ardpresteir, O.SPM. begin a one week voting period on this resolution so that it may be passed with sufficient notice for the Secretary of State prior to Balloting Day.
