I maintain that a key part of Talossan politics is new parties, and that we will get many fewer new parties if we reduce the number of seats in the Cosa. The last two "new parties" in Talossa were the TNC and the Socialists, which (a) both got more than 5% of the vote at their first election; (b) vanished without a trace before their second election. So I don't see why an effective vote threshold would make things worse.

If they knew going in they needed at least 5%, they may not have tried it. Also, you are forgetting about the HAT Party.

The question here is that of an effective threshold. If 5% is too high, fine, we could have anything up to 50 Ziu seats, which would create an effective threshold of 2% or thereabouts, but would lead to the Senators being "swamped" by 5 times the number of list MZs.
But in any case, I think the effective threshold, i.e. the number of MCs/MZs, should be set by entrenched law rather than being in the OrgLaw.

Yeah, MMP is a great mental exercise, but as I keep repeating, the benefits of sticking with the current configuration outweigh the costs.
Ultimately I'm afraid that making each seat "worth" more is useless. People will just not care unless a bunch of particularly active MC and Senators can drag the whole body into doing something, which I think has happened in the Senate but not at all in the Cosa.
