While the full Senate is considering the two proposals we passed, and in the interest of expediting the process a little bit, I'd like to introduce the third and fourth ones for discussion: I realise that's quite a bit of text to parse, so I will walk you through it in a moment.

Rule 3 allows the Senate to deal with those cases where there's a Senator-elect or Senator-appointee that is ineligible to sit in the Senate, or a current Senator that accepts an incompatible role without relinquishing the seat. Any Senator + the SoS can tell the Mençei to look into the issue and issue a ruling, that can be overturned by the full Senate. The reasoning for exceptionally allowing the SoS to "meddle" in our business is that he's the chief electoral official and the manager of most of the Ziu's business, so if he isn't sure if he should record a Clark vote, he can petition the Mençei to clear that up.
If the ruling is that a Senator is ineligible: - a current Senator is barred from voting on anything (Clark, motions...) and he/she's not counted towards a quorum, but he/she keeps the seat
- a new Senator is barred from taking the seat altogether (so the seat stays vacant)
As soon as the Senate determines the matter is resolved, all is good and restored. (or indeed if the Senator resigns, which would make the matter moot)
Rule 4 is about seniority, which will rightfully only be used in a couple of situations, such as when there's not an elected Mençei, if there are ties in the election of a Mençei, or whenever an order of precedence is needed by law. There's not much to say: - Senators are ranked by unbroken service (for the current, presently unofficial list, it's on the Wiki)
- There are a bunch of tiebreakers in place (past service in the Senate, past service in the Cosa, province size, age)
- Any "holes" in tenure, such as Hooligan vacating his seat to be Regent for a Clark, don't count as breaks of service

I think we can now vote on this so that it gets voted on by the Senate on time for December. I note that Senator Valcadac'h has already voted in favour, so it's just me and Sir C. M. Siervicül missing.

Receive herein the updated version of my rule proposals.
I have updated the footnotes that record all floor or committee actions, and sought to streamline Rule proposals 5, 8 and 9 to make them simpler and more understandable.
I expect to introduce the next couple of proposals for debate in a few weeks.

I'd like to introduce for discussion Rule Proposals #5 and #6, which will probably be the final ones to be discussed in this term. The others can wait for the next term: Rule #7 (Guests) is not essential to operation, and is there mostly for sake of completeness; Rule #8 and #9 (Debate and Voting) are administered by the Mençei, and for the time being can be tacitly adopted through the Mençei's own ordinary actions in regulating debate; and Rule #10 (Meeting and Living Senate) is a long term dream. The usual commentary follows. Rule 5 is pretty simple: as is customary in deliberative assemblies, we need a majority of members to show up for a decision to be valid. Rule 6 was written to clear up the mess that is non-Clark Senatorial business: what and when can we vote on, for instance, since it's unreasonable for Senators to be present 24/7, even though the Senate is technically always in session right now.
There are default provisions that roughly say that while there's a Clark open anything is fair game, and that can be overridden by the Mençei if there's urgent stuff to do. At the same time, the process is inactive-Mençei-proof, since if a Mençei doesn't care about setting a timetable the default provisions kick in.
The default timetable for this term would have looked something like this: - 15th July - 22nd August: in session (New term begins: New Senators seated, Election of Mençei, First Clark)
- 22nd August - 28th August: in recess
- 28th August - 22nd September: in session (Second Clark)
- 22nd September - 28th September: in recess
- 28th September - 22nd October: in session (Third Clark)
- 22nd October - 28th October: in recess
- 28th October - 22nd November: in session (Fourth Clark)
- 22nd November - 28th December: in recess (includes PM's Month of Recess)
- 28th December - 22nd January: in session (Fifth Clark)
- 22nd January - 28th January: in recess
- 28th January - 22nd February: in session (Sixth Clark)
- 22nd February - 15th April: in recess (includes Elections)
The discretion allowed to the Mençei is primarily intended in cases where flexibility is needed: - Going on recess after a Mençei is elected and before the First Clark;
- Taking no recess between Clarks to finish any business;
- Getting some work done in months of recess;
- Finishing outstanding or urgent business in the electoral period.
What can be done in recess? Ordinary business: - Comunications by the Mençei
- Debating on anything
- Speeches on the floor by Senators or guests
- Introducing and voting on urgent motions
- Finishing any votes that were in progress before recess began
What can not be done in recess? Extra-ordinary business:
- Initiating new votes on motions, or ballots on positions (includes Rules Committee business)
- Introducing non-urgent motions (such as S.H. bestowals, rule changes, etc.)
- Counting recess days as part of days of debate on motions (will take effect with Rule 8/9)
