Esteemed members of the General Assembly!
The Fiôvân Elections and Referendums Act as recently amended, Title V.12, states:
As (acting) Provincial SoS, I am therefore announcing to the G.A. that I intend to perform future Fiôvân elections via the Election Buddy website. This is a website whose interface is essentially no different from the SurveyMonkey website that I have used for the last few elections. The big differences are:
a) Election Buddy is capable of laying out ballot papers precisely as detailed in Fiôvân law;
b) Election Buddy can count Single Transferable Vote (ranked-choice for either single or multiple vacancy) elections, also as detailed in Fiôvân law.
The only difference between the counting system used by Election Buddy and that laid out in our law is that Election Buddy uses the Meek quota rather than the Droop quota system. It is my sincere belief that this will have no significant effect, given the small turnout in Fiôvân elections, so no additional approval by the G.A. is necessary.
Nevertheless, are there any questions or comments?
The Fiôvân Elections and Referendums Act as recently amended, Title V.12, states:
AUTOMATIC VOTE-COUNTING. As an alternative to the procedure above, the Secretary of State may perform the vote counting above by means of automatic software. The details of such software shall be published in the General Assembly, and the Secretary of State shall either:
certify that the software will count the votes with essentially the same results as the procedure above; or,
detail the differences between the procedure above and the software's procedure; in which case the General Assembly shall be required to endorse the use of this software by majority vote.
