BE IT ENACTED by the General Assembly of Fiôvâ as follows:
1. The General Assembly shall elect a Standing Committee, or Praisidéu in the national language, every year in June or as soon as possible after the election of the Capitán.
2. The Praisidéu shall consist of 3 members, elected by Single Transferable Vote by all General Assembly members. Precise details shall be included in the Fiovan Elections and Referendums Act.
3. The Praisidéu's job shall consist of: - drafting legislation to present to the General Assembly; - making nominations for provincial Túischac'h and Secretary of State as and when required; - suggesting nominations for the Landsdoom to the Cunstavál; - offering advice to the Capitán and the Government as and when required.
4. Vacancies in the Praesidium between elections will be filled by nomination of the Túischac'h and approval of the General Assembly.

Might it be an idea to tag the Praisidéu election on to every other General Election, like the role of Senator? What would be the advantages to that over running on our own timetable? If we were doing that, why not do the same for the Capitán?

If we were doing that, why not do the same for the Capitán? Or have the Capitán elected from amongst the 5? I’m just throwing ideas out there at the moment. It’s best not to elect the ProvSoS in an election they have to run though.

Well, I'll put the bill up for vote/amendment in a week as it is unless anyone has any better ideas. This actually reminds me of Penguinea. We had a strict separation of powers. The problem was that the Protector (executive power) and his cabinet literally had nothing to do. All the fun was in the Althing (legislature). We have to look at exactly what the Capitán of Fiova has done in office in 5 years. I'm coming close to saying txec miéidâ. Maybe abolish the Capitán altogether and have a, heh heh, "Council Republic" with the Praisidéa having exec power.

WHEREAS the politics of this province is lethargic and could do with some shaking up, and
WHEREAS we have some very capable individuals in Fiova who could make that happen, and
WHEREAS those interested in doing this are often unrewarded in a direct democracy, and
WHEREAS doing something is better than doing nothing, and
WHEREAS a similar system seems to work alright in the EU, and
WHEREAS an ambiguity as to the way in which Executive Orders workshould be removed in order to preserve democracy, now
THEREFORE be it enacted by the General Assembly of Fiova the following amendments to our Constitution:
The addition of 7.2 under Article VII (The General Assembly) which reads as follows
An amendment to 9.1 under Article IX (Precedence of Law) to read as follows (with emphasis added purely for the benefit of the General Assembly)

If the two elections happen concurrently, would one be able to stand in both at the same time? Perhaps we could have the Prasid election in November.

I’d quite like to bolt this minor amendment (emphasis added) on if there are no objections:
This just removes the ambiguity over whether the Capitán would have to co-sign any Executive Order issued by the Cunstavál.
