So, first ranked ballots for Maricopa:
BenArd: 5 Cresti: 3 Þon Txoteu : 4 Gilberto: 1 Sebastien: 1
Both Sebastien and Gilberto had no other candidates, so these ballots are thrown.
That leaves:
BenArd: 5 Cresti: 3 Þon Txoteu : 4
So Cresti is eliminated.
All 3 ballots have BenArd in 2nd Rank, so we end up with:
BenArd: 8 votes Þon Txoteu : 4 votes.
This means that BenArd is elected in Maricopa in our first ranked ballot which required reassignment of votes!!!

And if he rejects the seat, what happens? A by-election? In Australia they would have a "countback", which would mean the votes would be recounted with BenArd's votes going to their next preference (looks like that would mean Cresti taking the seat).

I think in the event of a vacant seat the Executive of the province appoints an interim Senator to sit until the next GE. The executive is actually BenArd, so, he either quits the Court to sit in the Senate, or he stays on the bench and names his interim successor. Anybody confirm this?

A countback would make sense, since, if he rejects his seat on the Senäts, he would just be deemed as though never having taken part. We could square the problem by Ben-Ard as provincial bigwig ordering a countback and appointing the winner.

Hi, I am not the person who appoints the EC. Ask the person in charge of the EC. Under B.13, as the others have not appointed anyone by the deadline (with the exception of the Prime Minister's appointment) you are responsible for making the appointments. Also, the EC no longer validates individual votes, but they view the ballots only if there is an inconsistency or a problem. They certify within 14 days assuming no problems, but if they fail to certify in 14 days the results stand as official.

So, I need a Senator, a Justice of the Cort, and one normal citizen. I propose Ian Anglaztra as the normal citizen, since he is apolical, our minister of Immigration, and a former SoS. For Senator not up for election, I propose Gödafrïeu Válcadác'h, for his level headeness, his qualities as an Historian, his near apoloticalness. For a member of the Cort, I would like to know which one is the most present. Ian and Gödafrïeu , are you interested?

Yep, but Istefan Perþonest appears to have been appointed already as the "normal" citizen, so you just need the Senator and the Cort member.
