As to #3, this goes back to the FreeDems´ "Civil Service/Civil Society" plank. I think the Chancery and the Civil Service should have much more responsibility for technical issues/service delivery, leaving the elected Government with total responsibility for service content and policy position. The skill sets of "political leader" and "administrator" are I feel completely different and we open up Talossa for much wider input if we clearly separate them; rather than expecting our political leaders to also do the admin work.
Thus, I argue that the content of websites should be entirely under the control of the elected Government and they should be held politically accountable for it. However, the infrastructure of websites is a technical question and should be dealt with by non-political civil servants. We could of course set up a new "Bureau of Web Infrastructure" in the Royal Household or the Civil Service to do this job, but I shudder at needlessly multiplying entities. The Chancery already runs the Database and that's precisely why I feel it should take overall responsibility for our web infrastructure - centralisation = efficiency.
As to #2, why do we even have a Scribery if you don't think it can do its current job? MPF has suggested merging the Scribery into the Chancery but given your position on #3 I doubt you'd be in favour of it. How about merging it into MinStuff?
I might as well split the bill into 2 parts if we're going to get unanimity on #1, then?

If you give the responsibility for the website to the Chancery, then it can't also go to the Civil Service. This seems actually like a better argument for giving it to MinSTUFF, so it can then be assigned to a civil servant in that ministry, right?
Also, we should avoid setting up a system where one whole class of people does the work, and another whole class of people competes for the chance to give orders. And I say this not just because I think voters should select for perceived competence, as well, not just policy preferences, but also because we will never find enough people to be the hard-working, innocent Eloi when being a Morlock has less responsibility and more power. Case in point: our current situation in the Kingdom.
I never said I don't think the Scribery can do its current job. I'm saying it's hard enough to keep active people there without adding on even more thankless tasks. Let's keep it at the current onerous levels of thanklessness, not crank it up to 11.

THE WEBSITE RESPONSIBILITY BILL
WHEREAS under current law, responsibility for 'overseeing the Internet presence of the Kingdom' is currently the responsibility of the Scribery:
and WHEREAS this has led to a neglect of the outwards-facing Internet presence of the Kingdom;
and WHEREAS the responsibility of the Scribery for Talossa's internet presence in C.1.2 conflicts with the responsibility given to the elected Government in A.20;
and WHEREAS this function should properly be the responsibility of the elected Government, and the Scribery should concentrate on its core function of keeping public records:
BE IT ENACTED by the Ziu as follows:
1) The following additional paragraph shall be added to El Lexhátx D.2.10:
