On February 3rd, 2016, at 10:17 a.m. TST, a foreigner named “Héctor Leandro Barón Gutiérrez” has posted in Wittenberg's Shoutbox, asking instructions on how to use Wittenberg, because it was his first access to this website. After research, I was not able to find any introduction thread to his name.

Could the Right and Honourable Minister elaborate as to why S:reu Barón Gutiérrez has not been introduced to the nation to this date, but has an account on Wittenberg?

S:reu Gutiérrez has indeed been introduced to the nation by my former Deputy of Immigration, Ian P. See: talossa.proboards.com/thread/11092/introducing-ctor-guti-rrez?page=1

It may appear that he has changed his Wittenberg display name to his full name, which may have been a cause for the confusion. I can further assure you that I have approved no one's account on Wittenberg without the individual being first introduced to the nation.

Thanks for the swift answer! I now also see why the confusion arose: S:reu Barón Gutiérrez was introduced back in Novembre, but has only now shown any life signs on Wittenberg.
