This is somewhat...unprecedented. Heraldic authorities don't normally make grants of arms to different sovereignties.

My exact words, off the top of my head, in what I had thought was a private chat with Lord Hooligan, were:
I would consider that as falling far short of "explicit permission". It's more like "If someone in the College would like to do it, I wouldn't have any serious objection." No objection, that is, to helping design arms; we do NOT grant arms outside Talossa.

I can most certainly willing to assist them with the crest, but the reason I bring this to the college is, I am not proficient enough to assist in a mantling, supports, slogan, etc.

It has at least 10 elements, it would not pass muster if the arms were going to be granted in Talossa. You might consider removing something. The colors work as far as no metal on metal, etc.

Here is the new idea, would this be okay? So no sword now? Is that a dragon passant? Definitely fits the name of your micronation better. That design is simpler. Under the Talossan system it would have 8 complexity points, which is the preferred maximum degree of complexity for Talossan arms. I think it looks more visually balanced than the previous design.

They wanted the sword, but we (I) couldn't figure out how to tilt it right to fit in that area. But yes, that is what has been decided.
Question: Is it possible, with that crest, to have a green and red mantle and blue dragon supports? (Considering these are the national colors of the nation)
