I believe that democracy is all about who shows up and who has the most enthusiasm. I'm sure that the people of talossa are willing to vote in their own best interest. If they don't care about an issue they wont vote, if they do care or it affects them they will. This is not like the era of the french revolution when voting involved physically moving down to a place where your votes will be counted, all it would take to vote here would be saying either yay or nay on an internet forum.I am not in favor of making a distinction between passive and active citizens because people will go from passive to active all the time depending on how much they care about an issue, if someone leaves talossa in spurts then they will vote in spurts because while they are not in talossa the things that they will miss out on voting on will not effect them, and when they get back they can vote to change it back to the way it was. If they do not have time for civic things they can always come back later. If you don't care don't vote, if you do care do vote.
