I have taken the liberty of preparing a short pamphlet about writing legislation. For almost everyone, it's not going to be anything new. And of course, it's all my own opinion. But I think it has some good guidelines for new legislators, and might help them learn some of the different rules, expectations, and best practices. A great initiative, though.

I thought about putting it on the wiki, but a lot of it is opinion. You don't actually need a "whereas," for example - the Ziu has the power to pass a bill that looks any way it pleases. The Ziu could pass a bill in German, for example, if it really so desired. My worry was that if I put it on the wiki, it would look official or objective.

That's an example of consonant mutation in Talossan. Maybe? Or something besides a typo?

It has been a few years, and I was thinking about updating this. I was also thinking about the suggestion to put it on the wiki, which now seems like it is actually a pretty good idea since it will be much more accessible and easy to change at that point.
Any suggestions or omissions that may have occurred to anyone in these intervening years?
