I strenuously object to a committee that can set rules that does not defer to the democratic will of the people, at least proportionately. There are a half-dozen smaller parties, whose votes on a committee that can determine the manner in which discussion is held and accordingly the way in which bills are drafted. Why does the LPR have equal representation on such a committee with the RUMP? Estimat Segnhor Túischac'h, I agree with el estimat membreu to this extent: the proper role of a rules committee is to draft and propose rules (and for that purpose I have no objection to the proposed composition of the committee), but the rules so drafted and proposed should be agreed to by a majority of the whole house.

Estimat Segnhor Túischac'h, I would concur with el estimat Siervicül that once a rule (or set of rules) is adopted by the rules committee, it should be taken up by a vote of the entire Cosa. Perhaps any voting on rules could coincide with the Clarks?

I'm no dictator, so I'll bow to whatever pressure this house applies. I take both you point and that of the Right Honourable Minister's; I considered them at length, and I believe you to be right. The committee, however, stays. I believe we should have a cross-party investigative body concerning the rules of this chamber, in addition to the drafting and proposing of additional rules regardless, and I believe such composition would suit the purpose of this committee.

I suggest that any member, including a representative of the rules committee, be able to submit a resolution at any time to amend the rules of this chamber (to be a adopted by a simple majority of those present and voting, with enough time given for voting etc.).
