On September 22 2011, I sent the following message to the clerk of courts:
I, Éovart Grischun, acting today as leader of the Common Sense Party (CSP), do hereby seek a ruling and judgement of this most Honourable Court, ruling that decisions made by Litz Cjantscheir, acting in the role of Minsiter of Finance for His Majesty's Government, on Thursday 8th September 2011 are illegal and seek that they be overturned and that an injuction in granted forcing the authorites to remedy the situation at hand in a legal manner at no cost to political party leaderships and that a period of grace be installed permitting payment of registration fees later than usual.
I present my case as follows:
The Law:
The Registration Fee Act states:
WHEREAS sending cash/cheques by post is not always a safe or wise thing to do
WHEREAS currently political party leaders have to snail mail their $20 fee to the Burgermeister of Inland Revenue,
WHEREAS this is not the safest nor most efficient way of sending money
WHEREAS it is also a inconvenience and costly to non-US residents to send US Dollars by international mail
WHEREAS we live in a world were nearly everyone has a credit or debit card and not to mention a PayPal account
WHEREAS there is currently a Talossan PayPal account administered by the Ministry of Finance
WHEREAS it is safer, faster and would make more sense, to allow political party leaders to pay the applicable registration fee via a electronic method such as PayPal instead of snail mail,
WHEREAS it is hoped this will allow a much smoother election process, without worrying if a cheque got lost in the mail
THEREFORE be it enacted by the Ziu:
Section 1: The Secretary of State, or his appointed agent, shall charge, as prescribed by the Organic Law, a registration fee of 13¤20 (thirteen louise and twenty bence, equivalent to $20US) to each political party in forthcoming elections. Any Party or Parties which fail or refuse to pay the fee shall be deemed not registered.
Section 2: The fee may only be paid by:
(a) Sending a Money Order, Cash or Cheque by snail mail to the Burgermeister of Inland Revenue: Only fees which have been received in full, by the Burgermeister of Inland Revenue will be deemed paid. Fees that are in transit, delayed, lost in the mail or not received by the Burgermeister of Inland Revenue for any reason, shall not count as paid fees, even if accompanied with proof of postage. Payments made by Money Order or Cheque shall not be deemed as paid until they have been cleared, the Burgermeister of Inland Revenue, will notify the nation when such fees have cleared or if said payments have bounced. If a party’s cheque or money order bounces, they shall be liable to pay costs incurred by the Kingdom for their payment bouncing and shall not be registered until their fee plus these costs have been paid.
(b) PayPal: Fees may be paid by electronically transferring the appropriate funds into the Kingdom of Talossa’s PayPal account managed by The Ministry of Finance (Ministrà dal Finançù). The Minister of Finance is to notify all Political Parties in advance of the Election of details regarding the PayPal account into which they may deposit their fee. Once a fee has been received by the Minster of Finance from a party, he shall notify the Nation and Burgermeister of Inland Revenue publicly that said fee has been received and arrange for said fee to be deposited in the Kingdom’s Account managed by the Burgermeister of Inland Revenue.
(c) Payment directly to the Burgermeister of Inland Revenue: Payment may be made directly in person to the Burgermeister of Inland Revenue, by cash, cheque or money order. The Burgermeister of Inland Revenue shall notify the nation which such payments have been received. The policy of Cheque and Money orders in subsection (a) applies equally in this instance.
Section 3: Once a fee has been received by the Burgermeister of Inland Revenue and/or the Minister of Finance and/or their appointed agents, it is not refundable for any reason. If, however, a party overpays or pays more than once for any given election period, excess fees may be credited to the party against its next payment of fees or refunded, at the discretion of the Burgermeister of Inland Revenue, minus any fees or costs incurred.
FURTHERMORE 34 RZ14 - The $20 Registration Fee Act is hereby repealed in full
and; The Organic Law States:
Article VII: Elections to the Cosâ - Section 5. The Secretary of State must make public the exact procedure by which he will comply with Section 4, no less than fourteen days before the Balloting Day.
The Facts:
I, Éovart Grischun, acting in the capacity of leader for the Common Sense Party (CSP), made a payment of £12.99 GBP or $20.00 USD for the payment of registraton fees for a political party as specified in the current legislation, on September 17th 2011.
On September 17th 2011, I recieved the following Email from Litz Cjantscheir:
Azul,
Thank you for paying your Party Registration Fee via PayPal.
Unfortunately we've run into some technical difficulties and the account you sent your fees to is unable to accept your money do to the account being unverified. The PayPal system in the US requires the account to be verified by linking the PayPal to a US Bank account. Since the Ministry of Finance's was initially set-up as a US Account by a former Minister of Finance, I am unable to verify the account from the UK and despite every effort being made by King John, Lord Hooligan and myself, we haven't been successful in obtaining the Kingdom's bank account details from Sir Fritz to verify the account.
Therefore, as a result of being unable to resolve this issue and most parties agree that only the Kingdom's Bank Account should be attached to the Kingdom's PayPal Account and there are no signs of Sir Fritz being forthcoming with these details. I propose the following solution to this issue:
1) As your $20's has not been accepted by the Kingdom's PayPal, due to it being unverified (as explained above), I will be returning your $20 to you ASAP.
2) The King has kindly agreed to hold the $20 PayPal money in trust in his own personal account, until we can verify the Kingdom's PayPal and he can then transfer the money to it.
3) If you do not wish to pay the $20 to the King's account you are free to avail of any other measure to pay.
The King's PayPal address is: JohnWWoolley@comcast.net, so once your PayPal money is refunded to you, I would appreciate if you could pay the $20 to this account, in lieu of the Kingdom's one ASAP. Please send the money as a gift so that the King receives the full $20 without any fees being taken. Once you have paid, please send me a copy of your receipt (as you did the first time you paid), then I'll mail the King (or he'll mail me) to make sure everything went ok and funds were received. Since the King is the most trustworthy and honest guy in the Kingdom, I trust him to hold this money in trust until we can sort out the Kingdom's PayPal. However, if you have your reservations about transferring money into the King's account, then I'm sure no offence will be taken if you decide to pay via another means.
Since the following and only the following parties have paid via PayPal: RUMP, CRO, CSP & PPT and since this was not the fault of the Parties or their members, I am therefore proposing that the Parties who paid via PayPal continue to be listed and treated on the website, Witt and other mediums as "Paid & Registered", for a grace period of 3 weeks (21 Days) from today or till the first day of the Clark, whichever is sooner, until they can re-submit their Fee Payments to the King or to Sir Fritz. I believe that this is ample time to pay the fee and any Party which hasn't paid by then will be deem unregistered. I think this is the fairest way to overcome this problem.
So in summary, your $20 will be returned to you soon, please send this $20 to the King's PayPal: JohnWWoolley@comcast.net where it will be held in trust (please feel free to email the King to verify this account belongs to him and the details are correct) or you can pay via other acceptable means. You will continue to be a registered party for 21 days from today to allow you to resubmit your payment.
Lastly, I would like to fully apologise for any inconvenience caused and for this whole situation. Rest assured this has been a learning curve and measures are being taken to assure it never happens again.

The Case:
It is my argument that the decisions made by Litz Cjantscheir are not valid, organic or legal as they do not meet the exact requirements as set out in the above quoted legislations.
Namely;
1) The Organic Law and the library of Statutory Laws, either collectively or alone, do not provide any mechanism for the Prime Ministry or the Ministry of Finance (or indeed any office held by Litz Cjantscheir) to execute the decisions she made above. I argue that she illegally took command of a situation and subsequently made decisions that were illegal.
2) The fees paid by all political parties for this election have all been refunded which is expressly forbidden in the section 3 of the above quoted Statutory Law.
3) Parties who wish to pay electronically must now pay via PayPal account into the account of King John directly. This is not permitted by any known law of the Kingdom. I argue that this situation has made it difficult for parties to register within the time limits posed by Litz Cjantscheir and has provided no level of security other than the word of a few select people.
It is therefore my argument that the order of events and decisions made by Litz Cjantscheir and any associates working with or for her are illegal and should be overturned by the Court. I argue that political parties should be granted a grace period no longer than it takes for the authorities to set-up the systems promised in law so that political parties can pay their fees in the manner that they so choose and are not be forced into making an illegal payment just so we can meet unfair and hastily constructed deadlines.

(i) acting in capacity of secretary of state did permit the political party known as El Perti Entent-Tu in Talossan and The Common Sense Party in English to assume seats in the Cosa chamber, and did accept and record votes in the Clark from said party while knowing that said party was not registered by virtue of failure to pay registration fees.
(ii) did conspire with others regarding inorganic behaviours of office.
B: an impeachment of Litz Cjantscheir on the following charges:
(i) acting in capacity of Minister of Finance did commit acts of crime against statute and Organic law by changing electoral registration rules during an election, the act itself being illegal and dictatorial and the rules themselves not being prescribed in any law.
(ii) did conspire with others regarding inorganic behaviours of office.
C: an impeachment of Bradley Holmes on the following charges:
(i) acting in capacity of Clerk of Courts did recieve a request for a trial from Eovart Grischun, and did conspire with others to not have the case heard and acted to ensure the same.
D: an impeachment of Eovart Grischun on the following charges:
(i) acting in capacity of leader of El Parti Entent-Tu (The Common Sense Party) did illegally assume Cosa seats, did illegally redistribute Cosa seats to others, did cast votes illegally in the cosa chamber as a representative of an unregistered party and did allow another member within his party to illegally but unknowingly cast votes in the cosa chamber as a representative of an unregistered party.
(ii) did break laws regarding the protocol of having a case brought to the uppermost cort, but noted in protest.
