Azul everyone, I am in the midst of my work on the Commission but I wanted to make it possible for greater input if you have any suggestions or ideas that you think need to be considered as a proposal is drafted please feel free to let me know. I hope to have a draft proposal finished before the next Clark is issued. Thanks everyone, particularly S:reu Davis and Capt. Mick, for your confidence.

Given that the Cosa has been dissolved and the new elections loom, I would ask if you have anything to report, S:reu Tzaracomprada. I am in the Senate for the province, so I am still in office, but we must be timely for the new provincial delegates. Anything?

Azul everyone,
I humbly submit a few proposals concerning changes to our administration here in Maritiimi-Maxhestic. I hope that this will spark a lengthy and fruitful debate on just what the course that our great province will take.
Progress on provincial administration is hampered by chronic inactivity and apathy and thus all recommendations take such a circumstance into account.
All recommendations are short-term and should they be supported would only be expected to be valid for the course of one session of the national Cosa (six months) assuming that activity levels will rise in the not so distant future.
I propose that national representatives of the province serve as simultaneous representatives in the provincial assembly known as the "Tagorôr". In addition there will be two local representatives to the assembly appointed by the Prime Minister based on consultation with the Cunstaval from active residents of Maritiimi. This provides a mixture of representative sources and will hopefully lessen the possibility of long periods of inactivity. The interim Premier of Maritiimi will be elected from within the Tagorôr by a majority of all MTs and will be responsible for the convening and administration of a constituent assembly in order to draft a provincial charter or constitution. With the approval of a supermajority of all M-Mers the draft charter or constitution would go into effect.
The first and second sessions of the Tagorôr and interim Premiers and their cabinets might need to focus on the following activities: communication with current residents of our province and arranging for an apparatus that would effectively integrate new residents into our province and therefore increase the likelihood of a high level of participation, the determination of official provincial symbols (including any potential changes to our flag) perhaps in a writ of customs that would be included in the charter or constitution, designation of a provincial seat of administration, responsibilities, and the duties and authoritative checks on all members of new administration.
Notes:
The suggested new name of our provincial assembly is the Talossan word for "assembly or forum". The terms of office for MTs and the Premier that are suggested are only for the interim period until a governing document is drafted and ratified.

By "national representatives," do you mean M-M's senator, or senator and MCs, or what? If MCs are included, keep in mind that Cosâ seats are not assigned to MCs by province, and MCs represent parties not provinces. That's especially true after the lastest OrgLaw amendments.* So, for example, if 2/3 of M-M votes for the RUMP, and 1/3 of M-M votes for the LRT, there's no guarantee that 2/3 of the people from M-M who hold Cosâ seats are RUMPers and 1/3 are LRTers. Also keep in mind that this plan will limit the potential for provincial parties. If memory serves, it's also a word of Berber origin. Coolness! I could be mistaken, though. * I note that, for some reason, none of the OrgLaw amendments passed by the 36th Cosâ are listed on the statutory law page.

Thank you CM, it appears that we might need to have 4 representatives chosen by the PM with advice from the Cunstaval and then the one senator from M-M would also serve as a member of the Tagoror. This is not as appreciative of any form of direct democracy as I would like to suggest but we have such low levels of activity and hopefully once this active group convenes the first Tagoror and drafts a governing document then we can have direct elections for MTs and for provincial Premier within a thriving multiparty system. This is my fervent hope

I was just going to pass these conclusions on to the next provincial representatives. It seems, though, and correct me if I am wrong, that their general meaning is that the provincial level elections would not be meaningful, with national representatives serving as provincial representatives as well. And your second version, after Sir Cresti's comments, is that the PM simply appoint four individuals in addition to myself to serve as representatives? While I see the advantage of such a system, I don't understand how this would actually help spur activity in the province.

The section above is from the original proposal. Alexander, your line of inquiry is a good one but I hope that the clipped section will help answer your point. The purpose of the first session of the Tagoror is to begin drafting of a provincial charter or constitution...with a group of core (active) M-Mers.
It was my hope that this would meet one of the goals of the Commission to help develop provincial administration.
