WHEREAS the Organic Law permits the King to approve part of a Bill passed by the Ziu and to veto the other part, and provides that the part approved shall pass into law, and WHEREAS this might very well frustrate the will of the Ziu, and cause to pass into law an act that the Ziu would not have passed in its partial form, and WHEREAS the Organic Law specifies no time period within which the King must approve or veto a Bill, and WHEREAS it is desirable that the status of a Bill passed by the Ziu be known within a reasonable time, THEREFORE the Ziu hereby approves this amendment to the Organic Law, and transmits it to the nation for ratification: The second sentence of Article X Section 6 of the Organic Law (which currently says "Bills may be approved in whole or in part by the King, and the part approved shall become law, and the whole or part objected to shall be returned, with his objections, to the Ziu, which shall proceed to reconsider it in the next Clark") is amended to read: The King may sign such a Bill, in which case it shall immediately become law; or he may veto the Bill, in which case it shall be returned, with his objections, to the Ziu, which shall proceed to reconsider it in the next Clark. If the King neither signs nor vetoes a Bill before the last day of the month in which it was passed by the Ziu, it shall be deemed to have been signed. Suggestion: I would propose that the King be permitted not fifteen days, but "until the seating of the next Clark." In most cases, this is ten days or so, but sometimes it's longer than a month, and I think that gives the nation a cool quirk, frankly.
As a matter of fact, it seems to me that a veto MUST be known before the seating of the next Clark, so that a vote to override can be taken as soon as possible. If the King is allowed to think about it until after the next Clark is seated, does this not mean that (since the legislative agenda is set before seating) an override would have to wait for the NEXT Clark? I don't think this would be good.

I don't think we want a veto "hanging" through an election, do we? The new law (or not-law could have important political implications; it might be hard for parties to campaign, or people to know how to vote, without knowing whether or not the King was going to veto a Bill. We don't want to limit the period too much, though, or the King doesn't have very much time to act. Still, Lord Hooligan is probably right that the Ziu needs to know, before a new month's meeting begins, whether or not a Bill is vetoed. So instead of my original "within fifteen days" idea, I'm thinking we should make the deadline the last day of the month in which the Bill passed the Ziu. — John Woolley, UrN

I agree. This creates a pretty short deadline for the King (especially in February), but it's worth it to avoid a whole Clark slipping by before the Ziu has a chance to consider an override.
