Joint Statement 2: Requirements for the King

The previous joint statement, while it laid out quite nicely the issues we have with the current King, failed to define any exact expectations. It concluded by suggesting we may need a new King but did not go into particulars about when we would start calling for one.
We desire to be perfectly clear about our intentions, both to the citizens of Talossa and to the King himself. Therefore, we now set two requirements that, if breached, will cause us to Clark the currently Hoppered “We Mean Business” Amendment in October and again during the 54th Cosa in order to override the Royal Veto we assume it would receive.
1. He must not issue any more surprise vetoes. Under no circumstances should it be unclear after the conclusion of a Clark which bills the King will and will not veto. He should voice his opinion on all bills preferably before they are Clarked (although we do understand doing so may be difficult if the sponsor does not indicate when they will Clark the bill), but certainly before voting concludes. If the King vetoes any bill which he did not say he would veto before the conclusion of the Clark (barring the extraordinary discovery of “fatal flaw” that causes the vast majority of the Ziu to believe it should be vetoed), we will call for his removal. Too many vetoes announced after voting begins will likely have the same result.
2. The King must be consistently active on Wittenberg. Of course, “Wittenberg is not Talossa,” but the majority of Talossan activity happens there, so the King must be there as well. We expect that of King’s activity on Wittenberg will be of the type expected of a dignified Monarch; the promotion of culture and the good-faith review of bills. We also expect him to respond to appointments and other messages from the Government in a timely manner. Of course, exception may be made if the King announces in advance that he will be absent for a time and appoints a Regent (however, if he finds himself constantly unavailable, he should take it upon himself to step down in favor of someone better able to serve Talossa at this time). It is difficult to set an objective standard for this requirement, but the King should consider the following two months a trial period. If he is unable or unwilling to substantially increase his presence in Talossa, we are likely to begin calling for his removal.
The time for vague complaints is over. We call on all Talossans to EXPECT MORE from their Monarch.
