I suspect this bill is targeting me, so here’s an explanation of why I sometimes do this.
Many times, the only way to get people to comment on a bill is to Clark it, since few few MZs are able to comment on every Hoppered. Once everyone has taken a position it becomes easier to know who you need to convince.
I’m regard to the second exception, the main sponsor could switch their vote to contra at the last minute if the bill is going to fail in order to preserve the ability to bring it up again.

I was thinking about this recently, and I would argue that reintroducing a bill ONCE to the same Cosa should be allowed.

Well, you could reintroduce it how often you'd like, if you retired it or voted it down.

How about this:
THEREFORE Lexh.H.10, which reads:
10. It is strongly suggested that MCs limit their bill submissions to five at the very most for each Clark.
is struck in full and replaced with the following:
10.1 The same bill can not be submitted to the Clark more than once in the same Cosâ, unless said bill was vetoed, the original bill had been retired or voted down by its main sponsor during the voting period, or the bill has been substantially amended, as judged by the Secretary of State.
10.2 10.1 notwithstanding, the same bill can not in the same Cosâ be submitted to the Clark more than twice.
