The Ordnance Survey Localisation Amendment
WHEREAS a province, itself, probably knows best what it needs; and
WHEREAS a province, at present, requires outside authority to redraw it's own internal subdivisions; so
THEREFORE be it resolved by the Ziu of the Kingdom of Talossa that the following amendment shall be made to the Organic Law following ratification by the general populace in accordance with Article XV of the Organic Law:
THAT Article XVII: Territorial Subdivisions, Section 1, which currently reads:

The metropolitan territory of Talossa is subdivided into Cantons (els Cantons) and Provinces. Cantons are defined according to historical borders, but Provinces may, subject to approval by the Ziu, alter these borders, including to create new Cantons. Provinces may also establish such internal subdivisions as they find necessary or convenient for local government. The Canton is the smallest possible territorial subdivision which can be transferred from one Provincial jurisdiction to another.
shall be amended to read:

Cantons are defined according to historical borders, but Provinces may, whenever deemed necessary or convenient for local governance, alter the borders of Cantons within their own provincial jurisdictions, and/or create new Cantons within their own provincial jurisdictions, and/or establish such internal subdivisions within their own Provincial jurisdictions. The Canton is the smallest possible territorial subdivision which can be transferred from one Provincial jurisdiction to another, but can only be transferred with consent of the national parliament (Ziu).
