WHEREAS Fiova's internal democracy has ground to a total halt; and that of the fellow riverside province of Florencia is not much better;
AND WHEREAS the Governor of Florencia, Mximo Carbonél, has proposed that our two provinces merge;
AND WHEREAS why the hell not, presuming that the terms are good;
AND WHEREAS OrgLaw XVII:5 and XVII:6.19 gives the power over creating new Provinces to the Ziu
BE IT ENACTED by the King, Cosa and Senäts of Talossa in Ziu assembled that:
1. The Free Province of Fiôva and the Province of Florencia shall be replaced by a single Province comprising the cantons of Florencia, Cuféir and Las Inaltáns Maxhéstici.
2. This law shall come into effect only upon agreement between the Provincial Governments of Fiôva and Florencia upon a Constitution of the merged province, which shall include a name for the new Province, and the approval of that Constitution by a majority of the citizens of both Provinces (separately and jointly) in referendum.

I won't comment on the merits of the bill (although I - and I suspect people like Glüc da Dhi - will be glad to see there's some interest in making provinces more workable)... ... but Fiovâ and Florencia are not actually neighbouring

Fiôvâ was the result of the somewhat-acrimonious, but ultimately successful, negotiations which allowed the citizens of the Republic of Talossa to return with dignity, honor, and their community intact. Yes, I could go back to Maricopa, but I stay in Fiôvâ specifically to help keep alive the old-Republic community and to do my part in making things more palatable for people like Dieter and others to someday make a return to Talossan life.
I know the events surrounding the Split and Reunision will eventually not even be a memory - just strange musings on Witt posts and 'A Nation Sundered' read by uknown future Talossans fifty years from now after we're all dead and gone. This is inevitable, and I stay in Fiôvâ to put this off for as long as possible.
Fiôvâ is a present and living reminder of what can happen when things go horribly wrong in Talossa. As far as I know, had there not been the provocation of the vendetta against Kane Gruber by Ben in spring 2004, the 2004-2012 Talossan republic would never have existed. Our province is also a reminder of how, when reasonable people come together, miracles really can happen. Reunision put to bed Ben Madison's Great Pumpkin.
And, our province is a reminder of the blood, sweat, and tears the six members of the committee that put together, along with I. Perthonest's brilliant plan, the means whereby all of this could have come to fruition.
Democracy in Fiôvâ is flourishing. It's simply most or all of us do not have the time or inclination to participate in this aspect of Talossan life. For example, I have no desire to re-seek the executive office of this or any other province for the foreseeable future. Audrada does, and I'm supporting her in that. If she has brilliant ideas that can wake us up, then more power to her.
If a way can be found where both Florenciâ and Fiôvâ could have a shared executive, but remain separate provinces, with (or without) senatorial representation for the separate provinces, I would support it.
I do not, however, support Fiôvâ going away entirely, because imho it does not need to happen. Besides, Florenciâ has had its own grand history, and I would hate for that history to come to a halt.
Miestrâ, your reasoning is more than valid, and the fact that you, of all people, are proposing this legislation, makes me have to stop and take a long pause.
For now, and knowing this comes from a pragmatic need on your part for more Talossan energy, - contrâ
GV, Senator for Fiôvâ who, should he lose his spot in the Senäts due to this provincial merger, will not lose sleep even though he is intent for running for another term next time 'round.

Yeah, show me where in the OrgLaw or any other law it says that provinces have to be made up of contiguous territory. While you're searching, check out page 23 of the National Atlas of the Kingdom of Talossa for historical precedent.

The Province of FLorencia have many years of trouble finding the right senator. I'm sure that you have many chance to get elected to the post of senator in this new born Province.
But can I remember you that the duty of an elected official is not to protect is seat but to uphold for the commun good.
I have no answer from anybody to take seat in the nimelt...
This proposition have one goal close a province without the minimum activity in order to have a proper governement for the citizens and this is not a new situation has is goes for many years now...
With this merge we can only keep the good like our awesome anthem ;-))) and of course the Natchos...
Just look at the Florencia board , some importants posts are left without answer for months now...

While you're searching, check out page 23 of the National Atlas of the Kingdom of Talossa for historical precedent. Oh, no, I was referring to one of the WHEREASes, not to any statutory ban on non-contiguous provinces.

To a certain degree... and this is as a former resident of one of the provinces... but I feel the name of Florence Yarney... IE. Florence I, should be preserved in some way in the name of the preserved province. I know this is probably less than helpful, but simply embracing the name "Florencia" with, prehaps some special modification for the adjectival form "Fliovencian?"
