WITHDRAWN by GV on 1 Feb. 2018
WHEREAS the following is the original primary source of all Clarks through September 1996 (and October 1996 de facto),
WHEREAS this primary source is Madison, R. Ben, comp. & ed.. L'Anuntziâ dels Legeux. Milwaukee, Wisconsin: self-published, 1998,
WHEREAS per the 1997 Treisoûr, the word 'Anuntziâ' corresponds to the English word 'register' and not 'digest', and whereas this is confirmed by www.kingdomoftalossa.net/Oversteir.cgi as 'registration' with 'digest' as a noun is not included in either source,
WHEREAS it is good to continue Ben's noble work, and it is good to call it in English a 'registration' (or better yet, a 'register'),
WHEREAS it is acknowledged the word 'Digest' has been used in English since who-knows-when,
THEREFORE, the Ziu amends El Lex thusly:
TITLE Y. Archiving of official records (EDITED)
Y.1.1.1 Madison, R. Ben, comp. & ed.. L'Anuntziâ dels Legeux. Milwaukee, Wisconsin: self-published, 1998 and all subsequent volumes of same shall be the official archival record of the Clark as well as Prime Dictates and constitutional referenda.
Y.1.1.2 The above book referenced in Y.1.1.1 is designated as Volume I of L'Anuntziâ dels Legeux.
Y.1.1.3 Primary source-documents shall in L'Anuntziâ (except Volume I, which is its own primary source, already) be listed as well as listings of all archives of said primary sources in all print, digital, and other formats.
Y.2.1.1 L'Anuntziâ dels Legeux shall be compiled as directly from primary sources as is reasonably possible with as little manual data-entry as possible.

The idea is to give future relevant Talossan officials an indication of the importance of Ben's L'Anuntziâ as not only a historical document, but a living and breathing one, even if most or all of the legislation contained therein has been repealed or made otherwise obsolete.
Additionally, I want this document to live on in today's Talossa. Hence, the continuation of Ben's L'Anuntziâ in volumes subsequent to his. If he and other old-timers are bothering to pay any attention to this, I want them to know we all honor the best of what Ben gave us and were never, ever about trashing the place as Ben might think. And I want future Archivists, etc. to keep to the standard, and enshrining same in law while keeping how L'Anuntziâ is done as flexible as possible (hence keeping the above statue short) ensures this standard will be met.
Tear this bill apart, everyone. If it is overkill, please let me know, and if a PD would suffice, let me know that too, and I'll ask the PM to issue same. Thanks, all! - GV
