WHEREAS, a longstanding goal of many Benitians has been bolstering our provincial culture; and
WHEREAS, the next logical step to the creation of sextieirs is the assignment of Benitians to them; so
WHEREAS, after due discussion and polling, it has been estabilished that a flexible geography-based assignment is the way to go;
THEREFORE be it enacted by the Legislative Chancellery as follows:
1. Immediately upon the passage of this Act, a two month period dubbed "Free Choice period" shall begin, in which any current Benitian citizen shall be free to choose by public notice any sextieir to be a citizen of.
1a. There shall be no limits to the population of a sextieir, nor requirements that people do not join a sextieir that has too many people in it.
1b. Any Benitian citizen that has chosen a sextieir shall be free to modify his or her choice before the two month period is over.
2. Upon the end of the Free Choice period, any Benitian citizen that has not chosen to settle in any sextieir shall be assigned to one by the Maestro through proclamation.
2a. The Maestro shall assign the remaining Benitians to sextieirs in any manner he or she sees fit, but shall attempt to make sure that, by the end of the process, the number of citizens assigned to each sextieir is roughly the same.
2b. The Maestro shall endeavor to make such assignment in a timely manner. Should the Maestro fail to complete the assignment process upon a further month from the end of the Free Choice period, the Legislative Chancellery shall be empowered to pass a bill to the same effect and with the same constraints as described by provision 2a.
3. Any citizen that is assigned or reassigned to Benito after the passage of this Act shall be afforded a similar two month period to choose a sextieir by public notice, upon the grant of citizenship being issued or the change of province being effective.
3a. Provisions 1a. and 1b. shall equally apply to new Benitians during the two month period.
3b. Should the new Benitian fail to choose a sextieir after two months, the citizen shall be assigned to the sextieir with the lowest population, or in case of a tie, to the sextieir that comes alphabetically first among those with the lowest population.
4. Dandelions shall be considered citizens of the sextieir of their parents, and any Dandelion that arises to full citizenship shall be empowered to choose a different sextieir as per provision 3.
5. Benitians shall have an additional right to petition the Maestro, no more than once per year, for their assignment to a sextieir to be changed. Said petition shall specify a reason for changing sextieirs and the new sextieir to be assigned to. The Maestro shall have full discretion to grant the petition or refuse to do so.
