WHEREAS, "The Glorious (but Unarmed) Royal Fleet Act" submitted by Robert Madison and Wes Erni officially created the Royal Talossan Navy on 30 November 1987, and
WHEREAS, in July of 1998, former Prime Minister Chirisch Caveir re-established Talossa’s Navy by way of Prime Dictate, and
WHEREAS, “The Naval Reorganization Act” (35RZ32) did little more than formally align the Armed Forces of the Kingdom of Talossa into the BUREAU OF THE NAVY and lay out a loose rank structure with little regard to the rich & deep history, heraldry, and tradition of the Armed Services community, now
THEREFORE, the Royal Talossan Navy, Marines & Air Corps’ senior command structure are hereby revised in order to provide the Armed Forces a senior command structure in keeping with the military traditions of allied forces around the world.
FURTHERMORE, the following is the revisions mentioned above, but in more detail:
1. The Royal Talossan Naval, Marine & Air Forces shall be administered by the ADMIRAL OF THE FLEET (RTN O-9 / NATO O-11), appointed by the Monarch upon recommendation by the Secretary of Defence and approved by a majority vote in the Ziu.
2. The three Branches of the Bureau of the Navy (Naval, Marine Corps, Air Corps) will be under the immediate direction of a BRANCH CHIEF of Operations; those being the Chief of Talossan Naval Operations (Admiral – RTN O-8 / NATO O-10), Commandant of the Royal Talossan Marine Corps (General – RTMC O-8 / NATO O-10), and Chief of the Royal Talossan Air Corps (Chief Marshal – RTAC
O-8/NATO-10). Each are appointed by the Monarch upon recommendation by the Secretary of Defence and approved by the Admiral of the Fleet.
3. The three Branch Chiefs and the Admiral of the Fleet make up the NAVY BOARD and are charged with the day-to-day operations of the Bureau.
4. The members of the Navy Board are styled “Lord” or “Dame” while serving on the Board, out of regard for their position as the Kingdom’s top military leaders.
THEREFORE, the body of Section I of the el Lexhatx is hereby rescinded and replaced with:
“The Secretary of Defence shall, in consultation with the NAVY BOARD and with approval of the Interior Ministry, promulgate a code of military regulations to be known as the Uniform Code of Military Organization or UCMO for the purpose of the organization, training and discipline of the Talossan Armed Forces. The UCMO shall reflect the professionalism of the Armed Forces of the Kingdom of Talossa as well as recognize the relations of our great nation’s place in retrospect to the other great nations and allied militaries of the world.”
This document supersedes any previous Prime Dictate or law concerning the establishment and administration of the Navy.
