I envision the Covenants of Rights, Freedoms, and Protections as a stand-alone document independent and superior to whatever constitution Talossa may have now or going forward. This presentation is horribly-formatted. Talk in the Hopper on OrgLaw reform / new OrgLaw is going swiftly, and sooner rather than later, I need to put my own vision of things out there. The idea of the Covenants being wholly-separate from the Constitution and superior to it is V's. Here it is in its full flowering.

Reading this just now. Quick point on something that I don't think you knew going into this....

The Covenants as they read today don't have Ben anywhere near them. They were written just a few years ago with the Article XIX Amendment (2010 or 2011). In the previous version the individual articles were much shorter. One or two sentences each rather than the paragraphs we have today. I memory serves, the current reading was written chiefly by Owen Edwards with strong input from King John, Hooligan and V and others. I wrote a chunk of the third Covenant.
I don't remember all the ins and outs, but the rewrite happened as a result of a debate over issues such as abortion. The previous reading basically had abortion being 'fully legal' and was very pro woman's choice. This didn't sit right with the entire citizenry. We did a rewrite which compromised by basically saying 'Talossa doesn't involve itself one way or other; if Talossa can't practically legislate on a particular issue then we remain neutral on that issue, but you still have the freedom to do as you wish without being prosecuted within Talossa'.
In effect, we went from having certain things noted as being explicitly legal to certain things not being noted as explicitly legal. ie: it's not legalised, but de-criminalised, sort of.
Anyway, nothing to do with Ben. Most of his words and thoughts were demolished and paved over.

And all-the-more reason to ditch the OrgLaw entirely... Less linkage to Ben than I thought... The Suuri Lakeja will be a wonderful thing for Talossa. :-)
