Estimats és estimadas cüncitaxhiêns! Now that the Budget has passed, giving the Culture Ministry $US110 in discretionary funding for cultural initiatives, it is my privilege and pleasure to formally open applications for such funding. Because it's taken so long to get here, applications for this round of funding close on October 1 and the Cabinet will announce its final decision on or before October 8. However: if we don't spend the entire allocation in one go, we may well open a second round of funding later in this Cosa term. Please let me know if you need any further information. The Ministry of Culture is pleased to announce that the $US115 set aside in the recent Budget for Cultural Initiative Support will be allocated in the following way: - a $40 grant to Sir Alexandreu Davinescu towards design software for the revived Berich't Talossán newspaper - a $25 grant to Munditenens Tresplet towards hosting and streaming costs for Péngötimes live election night chat - $45 to be held in reserve for a second round of grant applications in January 2019. Questions? Comments?

Can y'all front me the bread for an Admiral's uniform? (Hey, Halloween is coming.) (I insist that the Talossan Navy is an important cultural body in Talossa. Historically, who has spread culture more than sailors? And I don't just mean the bacterial kind.)

If we pay for a chain of office for the Seneschál I don't see why we wouldn't throw an Alexander Hamilton or two towards a sailor outfit.

Oh, to hope for the day when Talossa is huge, with thousands of active citizens, and the Admiral can ask for help with the rent...

In response to a request from the Press - who happen to also be one of the applicants - the Ministry of Culture's Wikipage now offers both successful applications for funding for download. The perplexing alacrity with which the successful applicant was prepared to go to law to find evidence of some kind of skulduggery in the process suggests, of course, that the application was made in bad faith - not actually expecting or wanting to get funding, but to try to "trap" the Government by finding evidence of... some kind of malfeasance. The Government of course expected this, and yet we approved the application anyway, in the belief that bad faith rebounds against its targets.

I very simply made a request under D.8 for public disclosure of applications made for public funds. The government sought to deny that, so of course I was willing to seek arbitration. The Talossan people have extremely few insights or recourses to know how the government works and how I make these decisions beyond what the government chooses to voluntarily share, and it would be extremely bad if one of those few avenues was eroded.
Not everything is some nefarious plot.

And of course, thank you for the disclosure! It is good for citizens to know how decisions about spending their taxpayer dollars are made. It is regrettable when the courts have to get involved to make stuff like this happen, but that's also a healthy part of democracy!

It doesn't matter that a Justice arbitrated. You involved an arbitrator. That was it.

Davinescu's application has a rather egotistical error in part 4, where he ignorantly claims that no art or works of language are being produced in any form. Such overreaching absolutes are not indicative of any sort of worthwhile journalistic standards.

This is a grant application, and I was trying to highlight the importance of promoting a cultural initiative. You are right in that I was exaggerating -- I think the Pengopats Times does election night coverage?

Thank you for asking! I know that a lot of people are eager to see regular media return to the country, including award-winning reporting, commentary, and cartoons!
Fun fact: did you know that at the apex of the organization, the staff of Beric'ht Talossan had the largest organization in Talossan history... including any government entity? Our team of reporters, culture writers, columnists, podcasters, and cartoonists was pretty amazing!
Another fun fact: Beric'ht Talossan's circulation reached almost half of all citizens at its peak! The American equivalent would be like having 325 million subscribers! And at the bargain price of a lou an issue, who could resist, honestly?
Anyway, we have a few articles almost ready to go. I am waiting on a few things, of course.
For example, the grant money has not actually been disbursed, so I haven't bought the software subscription yet, so I haven't done the layout yet. I was in touch with the Minister of Finance a couple of weeks ago, though, and he is reliable, so don't worry. I would not be opposed to you giving him a little nudge in the next Cabinet meeting, though!
I am also waiting on the government column you guys are writing for me each issue. I gave a deadline of Friday for that, but I'd be happy to get it earlier! So maybe give the Minister of Culture a nudge, too!
