I've been working on the coffee/tea laws lately and I think I'm in over my head. Figure of speech, I'm not actually drowning in coffee and tea.
I thought I knew what coffee was but I guess I don't. Yeah, it's defined as a beverage made from the seeds of a plant from the genus Coffea but there are cultivars and varieties, too. Liberian coffee? I never even heard of it!
And then there is tea. It's got the same issues as coffee plus method of manufacture and leaf size classifications!
How do I define 'tisane'? Anything can be tisane! You could make an infusion of lawn clippings and call it tisane. If it's defined as a beverage made from anything other than tea, there's no limit.
Don't even get me started on coffee substitues. Just...don't.
Anyway, the bill is still being drafted. I'm doing my best but I make no promises.

The best coffee, this. Family payed for me to go on a weekend trip to New Orleans, picked up a few cans. (I was worried about getting thru TSA with them, but had no problems.) This stuff is hard to come by in Ohio, and rather expensive to order online. I've been turning my co-workers onto it.

See, this is a problem.
If you remove the chicory, it's coffee. If you remove the coffee, it's tisane. By combining the two, what do you have? It can't be defined as coffee because of the addition of chicory and it's not tisane because it contains coffee. If the two were sold separately, it wouldn't be a problem because they fall into different catagories in my current proposal.
It's that damn tisane definition! The definitions that I've found describe tisane as 'a herbal infusion'. Since coffee is a seed and not a herb, it can't be used in tisane...
Hey! Chicory is not a herb either! It's a root! What the hell am I suppose to call that? Hot seed and root water?! AHH!!
