I'm unsure whether the assignment of seats to S;reu Molinar is legal. It depends on the following: Legal1. Does Lex.B.2.3.1.1. apply to vacant seats? 2. Would candidates who vacate their seats by not voting be considered ineligible for the purposes of Lex.B.2.3.1.1.2.? Practical3. Have S;reux Valtadestreça and Putnam explicitly declined to accept Cosa seats? 4. Has S;reu Marscheir explicitly declined to accept Cosa seats? 5. Has the MRPT changed its statutes in recent months to allow seats to be assigned to members not on its candidate list? I hope Ian Plätschisch could answer the last three questions for me. Cresti Nouacastra-Läxhirescu, Viteu Marcianüs, Sir C. M. Siervicül, anyone else, any thoughts on the first two questions?

With regard to question 1, it would be my opinion that Lex.B.2.3.1.1 does apply to the distribution of vacated seats, given that it simply says "The party leader may assign seats to any eligible citizen(s) they see fit" without limiting itself to distribution directly after an election.
With regard to question 2, it's my opinion (though I lack a sold legal backing) that MCs who lose their seats because they didn't vote are removed from the list and no longer need to be considered.
The MRPT digest only discusses how seats are initially assigned and not how they may be reassigned.

The MRPT digest only discusses how seats are initially assigned and not how they may be reassigned. According to the last version of the statutes I could find "#32. MRPT members are entitled to any seats the MRPT receives during the election based on the order of the candidate list, once they indicate their willingness to accept seats for the party. Seats that are not accepted or vacated are also assigned based on the order of the candidate list starting with the first spot on the list that wasn’t originally assigned a seat" Unless that has changed since then this would seem to be a violation of Lex.B.2.3.1.1.1. if your interpretation of the first question is correct. If both your interpretations are correct it would also seem to be a violation of Lex.B.2.3.1.1.2. unless S:reux Putnam and Valtadestreça have declined their seats. Have they?
