In the UK Parliament does not include the Sovereign or the Ministers. Having been a member of both Parliament and the Government, I can assure you that the Sovereign is one of the three constituent elements of Parliament. Whowh, whoah, whoah. You’ve been an MP and also a Secretary of State? And you wound up here as a Talossan? 😳 Tell me more, even if by PM. You have solely piqued my interest.

I believe he means Secretary of State in the UK sense (cabinet minister), given that you mentioned being in government. Yup. But in the UK lingo, Secretary and Minister are two different positions - the former heads the whole ministry, the latter is the head of a specific branch only. Secretaries do sit on the Cabinet along with some other non-Secretary folks (like the Prime Minister, or the Chief Secretary to the Treasury), so you are correct that they are "cabinet ministers", ministers normally don't. Dan served as a minister, I don't remember which specifically, nevertheless he indeed was not a Secretary. Edit: I finally had a moment to look it up and apparently there's a further distinction between "ministers of state" and "undersecretaries", which I was not aware of.

I was on the lowest Ministerial rung. I did serve on some committees/groups with Cabinet level ministers. All in the past now, but a privilege to have had the opportunity.

Yup. But in the UK lingo, Secretary and Minister are two different positions - the former heads the whole ministry, the latter is the head of a specific branch only. Sort of. The title "Minister of State" as a subordinate to a Secretary of State is relatively new, and as you note, they are not members of cabinet. But the members of the cabinet are generally referred to as "cabinet ministers", even though most of them have the formal title of "Secretary of State for (whatever)".
