(just an idea I've had. I'm just floating it here for discussion, etc. for now)
Therefore be it resolved by the Ziu of the Kingdom of Talossa that;
A police force is hereby established in order to aid in the good governance of the nation.
That the police force has the power to issue statutory notices to criminal offenders for crimes where authorised by the Ziu.
This act, upon passage, shall authorise the police force to issue statutory notices for the following crimes: A) Excessive breach of the common peace B) Public indecency and lewd behaviour C) Bullying, harassment and incitement
A statutory notice may or may not include a monetary fine. Fines may not exceed $2 for first time offenders. Fines may not exceed $10 for a repeat offender.
The police force may only issue statutory notices where there is a clear and public display of a criminal act and where no doubt over the criminal nature of the act has been shown.
Where a citizen wishes to appeal a statutory notice, this may be achieved via a court of justice of competent standing.

An interesting idea, with many problems that come to mind:
1) Who would be interested in such a task? Who would be trustworthy enough to not let the power get to their heads? 2) The definitions of the minor misdemeanours (certainly not to be called crimes!) must be much more exactly defined, and definitely less broad. 3) Do we really need this? How many people are really active in Talossa?

An interesting idea, with many problems that come to mind: 1) Who would be interested in such a task? Who would be trustworthy enough to not let the power get to their heads? Oh, power will go to some folks' head, sure. Plus, mistakes could happen. That's why I'm including an appeal avenue. I don't know who would want such a job. If it could be structured as some kind of civic duty perhaps? Agreed. The three examples I've included should be viewed as parent categories. Breaches of the peace could include public profanity, say. Probably not. A question was raised regarding negative behaviours and this is a crude idea I've come up with that might help.

Thank you! I am still not completely back, I am afraid. My car is still broken down, and my mother (who is an 8 hour drive away from me) needs the car for a while, and I have my last exam coming up on Tuesday, and the autumn (winter) semestre is starting next month.
But I am not as swamped as I was two months back, thankfully!

I must say I don't really see the point of this. I can't recall the last time when having something like this would have been useful, and it would just create another position that I don't think anyone would actually want.
