The Naval Organization & Command Act (NOCA)
WHEREAS, "The Glorious (but Unarmed) Royal Fleet Act" submitted by Robert Madison and Wes Erni officially created the Royal Talossan Navy on 30 November 1987, andWHEREAS, in July of 1998, former Prime Minister Chirisch Caveir re-established Talossa’s Navy by way of Prime Dictate, and
WHEREAS, “The Naval Reorganization Act” (35RZ32) did little more than formally align the Armed Forces of the Kingdom of Talossa into the BUREAU OF THE NAVY and lay out a loose rank structure with little regard to the rich & deep history, heraldry, and tradition of the Armed Services community, now
THEREFORE, the Royal Talossan Navy, Marines & Air Corps’ ranking & structure are hereby revised to reflect the professionalism of the Armed Forces of the Kingdom of Talossa as well as recognize the relations of our great nation’s place in retrospect to the other great nations and allied militaries of the world. This document supersedes any previous Prime Dictate or law concerning the establishment and administration of the Navy.
FURTHERMORE, the following is the revisions mentioned above, but in more detail:
1. The Royal Talossan Naval, Marine & Air Forces shall be administered by the ADMIRAL OF THE FLEET (RTN O-9 / NATO O-11), appointed by the Monarch upon recommendation by the Defense Minister and approved by a majority vote in the Ziu.
2. The three Branches of the Bureau of the Navy (Naval, Marine Corps, Air Corps) will be under the immediate direction of a BRANCH CHIEF of Operations; those being the Chief of Talossan Naval Operations (Admiral – RTN O-8 / NATO O-10), Commandant of the Royal Talossan Marine Corps (General – RTMC O-8 / NATO O-10), and Chief of the Royal Talossan Air Corps (Chief Marshal – RTAC O-8 / NATO-10). Each are appointed by the Monarch upon recommendation by the Defense Minister and approved by the Admiral of the Fleet.
3. The three Branch Chiefs and the Admiral of the Fleet make up the NAVY BOARD and are charged with the day-to-day operations of the Bureau.
4. The members of the Navy Board are styled “Lord” or “Dame” while serving on the Board, out of regard for their position as the Kingdom’s top military leaders.
5. The Branch Chiefs are assisted by Vice Chiefs; Vice Chief of Talossan Naval Operations (Vice Admiral – RTN O-7 / NATO O-9), Vice Commandant of the Royal Talossan Marine Corps (Lt. General – RTMC O-7 / NATO O-9), and Vice Chief of the Royal Talossan Air Corps (Marshal – RTAC O-7 / NATO-9). Each are appointed by the Monarch upon recommendation by the Defense Minister and approved by the Admiral of the Fleet.
6. As needed, PROVINCIAL COMMANDERS can be appointed as the growth of the Royal Talossan Naval Forces dictates. Provincial Commanders, when appointed, direct the day-to-day operations of their Branch in their assigned respective Provinces. Provincial Commanders are ranked as follows; Commander of Talossan Naval Provincial Operations (Rear Admiral – RTN O-6 / NATO O-8), Provincial Commander – Royal Talossan Marine Corps (Maj. General – RTMC O-6 / NATO O-8), and Provincial Commander of the Royal Talossan Air Corps (Vice Marshal – RTAC O-6 / NATO-8). Each are appointed by the Monarch upon recommendation by the Defense Minister, approved by the Admiral of the Fleet, with initial selection coming from the Navy Board.
7. Provincial Commanders, when appointed, are authorized a Deputy Commander to assist in the direction of the day-to-day operations of their Branch in their assigned respective Provinces. PROVINCIAL DEPUTY COMMANDERS are ranked as follows; Deputy Commander of Talossan Naval Provincial Operations (Commodore – RTN O-5 / NATO O-7), Deputy Provincial Commander - Royal Talossan Marine Corps (Brigadier – RTMC O-5 / NATO O-7), and Deputy Provincial Commander of the Royal Talossan Air Corps (Air Commodore – TRAC O-5 / NATO-7). Each are appointed by the Monarch upon recommendation by the Defense Minister, approved by the Admiral of the Fleet, with initial selection coming from the Navy Board.
8. BASE COMMANDERS, when assigned, are the local unit Commanders of Royal Talossan Naval Forces and direct the day-to-day operations of their assigned Base. Base Commanders will be ranked as follows; Port Commander (Captain – RTN O-4 / NATO O-6), Camp Commander - Royal Talossan Marine Corps (Colonel – RTMC O-4 / NATO O-6), and Air Station Commander (Group Captain – RTAC O-4 / NATO-6). Each are assigned by the Monarch upon recommendation by the Defense Minister, approved by the Admiral of the Fleet, with initial selection coming from the Navy Board.
9. Base Commanders, when assigned, are authorized a DEPUTY BASE COMMANDER to assist in the direction of the day-to-day operations of their respective assigned Bases. Deputy Base Commanders will be ranked as follows; Deputy Port Commander (Commander – RTN O-3 / NATO O-5), Deputy Camp Commander - Royal Talossan Marine Corps (Lt. Colonel – RTMC O-3 / NATO O-5), and Air Station Deputy Commander (Wing Commander – RTAC O-3 / NATO-5). Each are assigned by the Monarch upon recommendation by the Defense Minister, approved by the Admiral of the Fleet, with initial selection coming from the Navy Board.
10. TACTICAL or “Frontline Unit” COMMANDERS, when assigned, commander the basic units of the Royal Talossan Naval Forces. Tactical Commanders, collectively referred to as “TCs”, are the boots on the ground that do the work of their Branch. Tactical Commanders will be ranked as follows; Small Boat/Unit Commander (Lieutenant – RTN O-2 / NATO O-3), Unit/Strike Team Commander - Royal Talossan Marine Corps (Captain – TRMC O-2 / NATO O-3), and Squadron Commander (Flight Lieutenant – RTAC O-2 / NATO-3). Each are formally assigned by the Monarch upon recommendation by the Defense Minister, approved by the Admiral of the Fleet, with initial selection coming from the Navy Board.
11. NEW OFFICERS of the Talossan Naval Forces, upon completion of Officer Candidate School (OCS), are commissioned to the following entry level ranks; Ensign – RTN O-1 / NATO O-1 (Navy), Lieutenant – RTMC O-1 / NATO O-1 (Marine Corps), and Pilot Officer – TRAC O-1 / NATO-1 (Air Corps). Each are formally commissioned by the Monarch upon completion of the Navy Board’s selected Officer Candidate School.
12. The Commissioned Officer Ranks of the Talossan Naval Forces, Styling, and Branch Designations are:

13. In military forces around the world, WARRANT OFFICERS are their respective services’ technical experts and the Royal Talossan Naval Forces is no exception. Warrant Officers (or WO’s for short), are divided into three ranks; Warrant Officer – WO-1 / NATO WO-1, Chief Warrant Officer – CWO-2 / NATO CWO-2, and Master Chief Warrant Officer - CWO-3 / NATO-3. Each rank is the same regardless of Branch (Navy/RTMC/Air Corps) Warrant Officers receive their initial appointment from the Navy Board. Promotion to Chief Warrant Officer requires a formal commission from the Monarch after selection by the Navy Board and the Minister of Defense. Commissions are restricted to Citizens of the Kingdom of Talossa, 21 years of age or older.

15. The workforce of the Royal Talossan Naval Forces is the ENLISTED FORCE. Members of the Enlisted Force have successfully passed the application & review process of the Enlistment Processing Committee (EPC), which is comprised of current and retired Senior Enlisted Members of the Royal Talossan Naval Forces. Enlistments can be granted to any Citizen of the Kingdom of Talossa, of voting age. The Enlisted Rates consists of what is referred to as the Four Phases; Learner, Leader, Manager, and Executive. As Enlisted Personnel move through these Phases and corresponding rates, they develop professionally as they gain technical & managerial experience.
