2017R1 A Resolution to give the Festival of Art to the People (repeal of 2013E3)

To Istefan Perþonest, representative of the Crown to the Free Province of Fiôvâ:

WHEREAS the Fiôvâ Festival of Art was founded in 2013 by Executive Order at the behest (I think) of one or more of the people of our province,

WHEREAS the Executive Order was well-intentioned, it does not give the flexibility in scheduling needed to account for happenings in real-life, etc.,

WHEREAS you have been and continue to be a fine Cunstuvál,

WHEREAS the Festival grew organically from the enthusiasm borne from Reunision,

WHEREAS it's silly for the People to not be able to run their Festival as they see fit,

WHEREAS the people are more than ready to take on full responsibility for the running of this Festival,

THEREFORE, we, the General Assembly of Fiôvâ, RESOLVE to and DO ASK the Executive Order 2013/E3 (http://wiki.talossa.com/2013/E3_Fi%C3%B4v%C3%A1n_Festival_of_Art) be repealed in full and the General Assembly be allowed to formulate the Fiôvâ Festival of Art as it sees fit with many thanks to the Cunstuvál for de jure bringing this event to life.

If my reading of the Standing Orders is correct, amendments to this Resolution may be proposed within seven days of this proposal.  That is, until 21 June, at which point it will go to a final vote.

Legally, I or any other citizen of this province could ask Istefan to do this directly, but I've chosen the slow way of going through the people through the General Assembly.  I am also proposing this now because from what I can tell, a lot of you have read my original discussion thread and have had nothing to say to it one way or another.

I think this is the first thing I have ever proposed in the General Assembly. Cool.

I hope you excuse my intrusion into what is your Assembly for a moment.

I would like to make it clear that, though any citizen may of course petition me for an executive order, established precedent and convention in Fiôvâ is that I would only issue an executive order on the advice of the Capitán, with the wording of the effective text the Capitán advised. It accordingly would make more sense to send your petitions directly to the Capitán, unless you have a particular taste for the monarchical ceremony of petitioning a viceroy (who will then forward your petition to the Capitán anyway).

Thank you, Istefan! I did not want to step on any toes with this sort of thing. Ergo, I went about this the way I did, asking the Assembly to support the petition, which I would make to you assuming this thing passes.

I also thought it was the Cunstuvál we needed to petition directly to get the Executive Order repealed.

From my reading of your words, I think I can withdraw the petition that would be sent onto you, and just advise you directly.

Yeah, there are the nominal powers of the Cunstavál under the Constitution (which are an echo of those of the old Republic's president), and then there's the not-in-the-constitution convention where the Cunstavál of Fiôvâ restricts himself to (in the traditional British formulation of the powers of the modern monarchy) "the right to be consulted, the right to encourage, and the right to warn", with decisions left as much as possible (consistent with the Talossan constitution) to the elected government of Fiôvâ.
