Per wiki.talossa.com/2013/E3_Fi%C3%B4v%C3%A1n_Festival_of_Art as well as the need to put Fiôvâ on (or back on) the Talossan cultural map, let's bring back the Festival of Art. For brevity, I will refer to the three of us (Cunstuval, Capitán, and Acting Tuischach) as the Festival Judges.
I want the Festival to have a springtime quality to it as befits the name. 2017 has proceeded past springtime. Ergo, let's shoot for a beautiful Festival for 2018. Ergo, let's begin our work on same now and not later.
Ergo, this proposed timeline:
June 2017: The Festival Judges decide upon themes for the upcoming Festival.
1 July 2017: The Festival Judges announce the themes and the 2018 Festival. Entries begin to be accepted until the Deadline.
31 March 2018: Deadline for entries.
1-21 April 2018: The Festival Judges adjudicate the entries and prepare for the announcement of winners. During this time, the entries are displayed online (if possible) on a website later to be announced.
1 May 2018: The winners of the 2018 Festival of Art are announced.
A June theme-selection gives an incoming Capitán something to do immediately and the July-March window gives an enormous window to the province for creativity. A May Day announcement avoids the Capitán election as well as gives the Festival that springtime feel, which I believe to have been the original intent of the Festival to begin with.

The current wording of the Executive Order stipulates a Festival announcement on 1 June. Unfortunately, this clashes with the end of the election for Capitán. Of course, if this clash is actually a desirable thing to the Assembly, I can roll with that.
I would like for the Festival to no longer be codified in an Executive Order from the crown's representative, but instead as a law of the province, voted upon and passed by the General Assembly directly. Hence, a full rescinding of the Executive Order and a new law of the General Assembly which gives the Festival Judges the flexibility to decide upon a Festival timeline and how the Festival will be run within the bounds of law.
Of course, I cannot wave my wand and unilaterally 'make it so', but this is what I would like to see happen.

The themes I would love to see in the 2018 Festival are:
Truth
Peace
Hope
Squirrels
These themes are still under discussion, of course, and the final selection of themes will be done by the Cunstuvál, Tuischac'h, and Capitán per the Executive Order.

A Resolution to give the Festival of Art to the People
To Istefan Perþonest, representative of the Crown to the province of Fiôvâ:
WHEREAS the Fiôvâ Festival of Art was founded in 2013 by Executive Order at the behest (I think) of one or more of the people of our province,
WHEREAS the Executive Order was well-intentioned, it does not give the flexibility in scheduling needed to account for happenings in real-life, etc.,
WHEREAS you have been and continue to be a fine Cunstuvál,
WHEREAS the Festival grew organically from the enthusiasm borne from Reunision,
WHEREAS the inability of the General Assembly, made up of the whole of the province, does not reflect this.
WHEREAS it's silly for the People to not be able to run their Festival as they see fit,
WHEREAS the people are more than ready to take on full responsibility for the running of this Festival,
THEREFORE, we, the General Assembly of Fiôvâ, RESOLVE to and DO ASK the Executive Order 2013/E3 (http://wiki.talossa.com/2013/E3_Fi%C3%B4v%C3%A1n_Festival_of_Art) be repealed in full and the General Assembly be allowed to formulate the Fiôvâ Festival of Art as it sees fit.
