It is my pleasure to open call for bills of the February 2017 Clark. Eventually, the clark can be viewed in real time here: www.talossa.ca/files/cosa_vote_result.php?cosa=50&clark=1 (for the votes) and here: www.talossa.ca/files/clark.php?cosa=50&clark=1 (for the bills ) It is NOT too late to submit bills, of course, as you have OFFICIALLY until the morning of the 31st of this month, provided your bills have been in the Hopper before end of business day the 21st, of course. I will make the Clark on February 1st's morning and bills submitted up to a few hours before that will probably also be taken. PLEASE note that in order to support a bill, you need to: 1 ) Be a Senator, the Secretary of State or the King or 2 ) Have been nominated as a Cosa Member for the upcoming Clark BEFORE the 21st, To vote on the Clark, you will once again have 2 options: 1 ) You will be able to vote in the Clark thread (which will be created later on the 1st of February), as usual. I will enter your votes in the DB. 2 ) You will be able to vote directly in the database, using your usernumber and DB password (which you can retrieve at: www.talossa.ca/files/login.php using the PSC of the election) or by login via Facebook (which retrieve manual activation on my part). Oh, but it's 5 days since it's the 1st Clark, so if you were nominated on the 26th, you can propose a bill!

In any case, seeing as we are in what I would define as extraordinary circumstances, I will invoke OrgLaw IX.7, if needed and if asked to by any of the respective sponsors, on any bill that has been regularly Hoppered but whose sponsor was appointed to the Cosa after the prescribed deadline.

What the hell, go ahead and Clark my Ham Sandwich Amendment. It will have been in the Hopper for more than 5 days on February 1st, so OrgLaw XI.7 shouldn't be needed.

So... we waited two months only to be told we can't propose bills and can't vote on them? Why even bother? It's like over a fourth of many MC's first terms in office have been stolen/ruined because of failed policies and bureaucracy. I didn't think I could be this disappointed in lost opportunities but damn, can we please... for the love of god be allowed to actually participate in the business of our country?

I had proposed a bill to allow people who were confident they would be in the Ziu to post bills in the hopper, but it was voted down. If you have a solution to this condundrum, I am all ears! Of course, if we pass a bill limited the delay of the Electoral commission, it would also fix this.

Anyone who was nominated as an MC on or before the 26th (including you) can propose bills to the Clark so long as those bills were in the Hopper on or before the 26th. And, regardless, all MCs can vote on all of the bills in the Clark. Sorry if I have misinterpreted your complaint. I definitely agree the certification process needs serious streamlining.

Can I get a few volunteers to assist me in the polishing of the following Bills & Amendments I am working on for March 2017:
The Under Cabinet Repair Amendment - Renaming the following positions and corresponding Departments:
Deputy Minister of Defense (DMinDef) to Secretary of Defense (SecDef) over the Department of Defense, including the modification to Lexhatx 2.4 to read something like "The Secretary of Defense, as head of the Armed Forces during peacetime and during time of declared war, subservient in these duties only the King in his Majesty's organic role as Leader of the Armed Forces would, during periods of war, be elevated to Cabinet level for the duration of the conflict as the Minister of Defense (MinDef) and returned to Secretary level at the conclusion of hostilities." Modify all remaining demoted former Ministries to correct styling and verbiage. (eg. Bureau of Immigration)
The Naval Organization & Command Act (NOCA) - An across the board revising and revisiting of The Naval Reorganization Act (35RZ32), finally giving the Armed Forces of Talossa a formalized command structure, ranking system and organization.
The Clark W. Grizwold Jr. Act - A Bill revising the current Clark structure into five (5) two month cycles (one month for Hoppering Bills, one for debate and passage). The final two months of the calendar year will be solely for the purpose of Campaigning, Elections, Certification and Installation of in coming Government, who would assume control on January 1st. This bill would require future elections to take place on December 1st, for a period of 48 hours after which the polls close. All email votes would be due by 2359hrs Talossan Standard Time (TST/Central Standard Time) on December 2nd. The Electoral Commission has SEVEN DAYS from 0000hrs December 3rd to 2359hrs December 9th. Official Election Results would be posted by Noon (TST) on December 10th. The winning party has until 2359hrs December 23rd to finalize government assignments for official announcement on Founding Day (December 26th)
I'm new at the Talossan Bill Writing thing... though I have legislative experience from college. Any help would be great!

Usually, the best way to start public discussion on a bill, including the details of the text is to start a thread in the hopper and post a first draft or an idea there for further discussion. This might help as well.
