WHEREAS H.13 and H.15 are completely unenforceable and thus don't belong in the law code, and
WHEREAS Trying to repeal them outright didn't work because many legislators think they are good suggestions, and
WHEREAS Suggestions are a job for Senses of the Ziu
THEREFORE H.13, which currently reads;
is hereby repealed.
FURTHERMORE H.15, which currently reads; is hereby repealed.
FURTHERMORE It is the Sense of the Ziu;
It is strongly suggested that MCs limit their bill submissions to five at the very most for each Clark. If at all possible, bills presented for review in the Hopper should be translated into Talossan before being Clarked.

Putting those provisions into a sense of the ziu means they're essentially consigned to the dust heap, since no one will ever see them again. Until we have an official handbook or set of guidelines for the operations of the Ziu, these suggestions, at least, should stay in.

Until we have an official handbook or set of guidelines for the operations of the Ziu, these suggestions, at least, should stay in. What if an official repository for Senses was created? That would not be a bad idea even if this bill fails; I could go on TalossaWiki right now (if I had time) and make a section for Senses, which would be as publicly available as el Lexhatx.

Fair enough. I wont Clark the bill, but an act to formally adopt an official legislating guide will probably be forthcoming next term.

The Ziu currently lacks specifical byelaws/rules of order/whatever that are adopted by a rather large percentage of legislative bodies around the world. If, like we did with el Lexhatx, we estabilished a code of byelaws that regulate both Houses' activities (each House could independently amend its own regulations, unlike now), we could use that as a repository of Senses as well, which currently does not exist. And the code could also incorporate some sort of official legislating guide.

I like the idea of having written rules of conduct for the Ziu (one for the Senate, and one for the Cosa), but I don't know that I agree we need a repository of Senses. After all, we already have the Digest of Laws, which contains all of the bills we've passed, as well as our resolutions and Prime Dictates.

What about a law allowing the SoS to reject bills from a MZ if he submitted more than 5 bills?
Not banning it, in case they are all important, but it would prevent someone from spamming the Clark with 80 useless bills in one month...

If someone spammed the Clark, I think that person's party should reign them in. Poor legislator behavior shouldn't be policed by the SoS, I think, but by parties and (ultimately) by voters.
I agree with Dien on the repository of senses of the Ziu, but more for practical reasons: such a depository would be yet another thing to update and wouldn't be looked at by anyone.

I find that my fingers have a tendency to type whatever they want, as long as it makes sense phonetically. It's not that I cannot spell, it's my fingers who override me. Some of these bloopers you can only catch by proofreading what you type, and sometimes you forget to do that.
