VOTING PROCEDURE ACT
WHEREAS there is currently no official procedure for passing bills, and
WHEREAS this situation could be easily exploited if we are not careful, and
WHEREAS to demonstrate my point, I could propose this bill to the Assembly and then close the voting one minute afterwards, and I would not have broken any laws
THEREFORE the following procedure shall be used by this assembly to pass bills;
Any member of the Assembly of Maritiimi-Maxhestic may put a bill up to a vote of the Assembly by publicly providing the text of the bill accompanied by a notice that voting on the bill has begun. Voting on a bill will last for two weeks after the notice is given, and only those votes which have been cast during that period will be counted.
Voting is closed. Passes 2-1-0

I have a few concerns about this bill:
By allowing every Member of the Assembly to independently post a bill for voting, and then allowing two weeks' time for it, would facilitate this body becoming flooded with proposals, some of which could easily slip through the cracks because of the (currently hypothetical) VAST amount of bills proposed.
I would actually propose that we find a procedure that is flexible, but allows for clarity and neatness, a mini-Clark of sorts: every week (or every fortnight) bills are commended to the Assembly to be voted upon. These bills can be submitted to whosoever is charged with dealing with them by any Assemblyman or Assemblywoman. We may also want to find a way to fast track bills, though; to remain flexible. Say, if at least three (five?) Assemblymen and -women support a bill, it shall be put up to vote within 24 hours of proposal? And maybe we should make it compulsive that Members of the Assembly be notified by whoever is tasked with administering the vote — maybe we should have every Assemblyperson submit their contact details to one certain “President of the Assembly”?
Much of this is very hypothetical, and impractical for our tiny Assembly, but anyway... in light of this, I have to vote Contra.

Thanks for your input after I have already put the bill up to a vote In all of the past assemblies, any member who wanted to could put a bill up to a vote, and there was never a problem dealing with "vast" amounts of bills. The Assembly is nowhere near active enough to merit having a Clark (although I do hope it becomes more active). You say you want to stay flexible, but I think your proposal (although I acknowledge it is hypothetical) is much more rigid than mine, as it creates a number of new procedures and another position. My proposal simply legislates what is already the status quo.

I vote in favor, I suppose. If Epic wants to propose an alternative, he can do so, and we can repeal this one and enact that one, if it's better.

I see that my proposed procedure causes much more tohu-bohu than necessary for a three-member Assembly, but I just wanted to make aware of the risks this could constitute. Codifying the process of proposing/voting on a bill makes sense, of course. I'm not at all concerned about the process at the moment

Should the vote be left open until the 29th? I think it would be good for consistency if it was, plus we should respect the opportunity for people to change votes, even if none of us intend to. Should the ability to change your vote be codified or is it the default?

I think per default, once every member has cast his or her vote, voting should be closed.

I will probably an addendum to this bill up to a vote to clarify this procedure.
