I guess, yes. Neither cunstavais has ever vetoed anything, though, so hopefully that will stay the case.

So... this scenario:
MDMV passes a law. Tribune vetoes. MDMV passes law again. Cunstaval 1 vetoes. MDMV passes law again. Cunstaval 2 vetoes. MDMV passes law again. No more veto rights, the law is in force.
(Note that the same law can only be vetoed once by any of the two tribunes, hence no fourth veto.)

Hm. I'm not sure both tribunes together shouldn't be able to veto the law as well. That would add a fifth step, which seems ridiculous, but honestly if a law is so bad that every single person with a veto -- even a minimal veto -- tries to get rid of it, maybe it deserves five votes. And I honestly can't ever see that happening.
Does that make sense?
