In keeping with our goal of making no substantive changes, there are two things to change. First, section 7 is redundant (because of article 5), and perhaps section 4 could be moved to el Lexhatx

My only concern with this is transparency. Is there anywhere else in the OrgLaw which guarantees that the citizens have access to Clark bills and votes?

It would arguably fall under the 4th Covenant's "right to know", though personally I'm not too concerned that the Ziu would try to hide Clarks and Clark results from the public.
