In all seriousness though, this act makes the geographical catchment areas a lot less patchy. For example, the number of state borders that are also the border of a catchment area (counting DC as a state, not counting Wisconsin, which has become a lot less patchy as well, and not counting Colorado/Arizona and NM/Utah as borders) from 45 to 31. Similar trends can be found worldwide between countries. Also the UK as a whole becomes part of the same catchment area.
It's not unusual to know people in neighbouring states or even countries (or people from Scotland if you live in England). For all future immigrants that means it becomes more likely that people they know will be part of the same catchment area.) I know this won't help the many people who already do not live in their current catchment area or those who will be outside their catchment area because of this act. (It should be noted there are also people, including at least one Vuodean living in the current Benitan catchment area who will end up in the correct catchment area because of this act.) Still, these effects will remain on the long term. Previous changes didn't significantly reduce the patchyness of the catchment areas like this one.

It's also worth mentioning that people are assigned to a new province when moving permanently across provincial catchment borders. I think this is a good law. Still, reducing the number of borders that are also catchment borders will also mean people will less often have to change province if they move across state or national borders. I think this is a feature. I don't think its contradictory to believe a law is good but still hope that its application is limited. If someone move from Wisconsin to California it makes sense that you become a citizen of California. What make less sense is to have Madison and Los Angeles be part of one state and San Francisco and Milwaukee be part of another, etc.
So yeah, I do think its still possible to fix this problem. I sure hope Talossa will still exist in 25 years and when we get to that point, we may still be struggling with the same problems we have now, or we may try to tackle them now, knowing that the transition will only become more difficult the longer we wait.

The word "Overseas" should be replaced by the word "Also". For a person living in Turkey, "Turkey" is not overseas.
